A kiss from a llama is more like a soft, furry lip bump, but people still seem to like it.

That?s why when Niki Kuklenski brings her therapy llamas, Marisco and Flight, to Camp Korey for children who have serious medical conditions, they set up a kissing booth. Her llamas also kiss patients at nursing homes and hospitals.

?One guy wanted to kiss her but didn?t want his wife to know,? Kuklenski, 42, said. ?I always enjoy sharing my animals.?

PHOTOS: See therapy llamas Marisco and Flight in action!

She knows her nearly 300-pound llamas are enjoying the attention when their ears are up and they?re not humming. When they?re humming and their ears are back, it usually means they?re aggravated. Or that they need to go to the bathroom.

?Very few of them in my opinion are cut out for this type of work,? said Kuklenski , who owns 25 llamas in Bellingham, Wash. ?It takes a very special llama.?

Lori Gregory agrees. She said her first llama, Rojo, wasn?t fazed by anything. (It?s also his 11th birthday on April 26.) She takes him to visit with hospice patients and children who have mental and emotional problems.

?He has eyes the size of golf balls,? said Gregory, 57, of Vancouver, Wash. ?People just stand there and look into their eyes. It?s pretty wonderful to be able to do that with a large animal that doesn?t ask anything.?

She said although she can?t detect a change in patients, she often hears nurses marvel at how introverted patients open up and interact with the llamas.

?Every room we went to, they [the staff members] were just freaking out,? Gregory said. ??Herald hasn?t spoken in a month, and I heard him say ?cute.? ?Helen hasn?t sat up in a long time, and she?s trying to move.??

She said she felt as if ?she were watching ?miracles.?

Gregory and Kuklenski volunteer their time through MTN Peaks Therapy Llamas and?Alpacas and JNK Llama farm, respectively.

The Woman Who Received the First Successful Womb Transplant Is Now Six Weeks Pregnant

Derya Sert, a 22-year-old Turkish woman, is officially six-weeks into a normal, healthy pregnancy. The absolutely remarkable part? Sert was born without a womb and received the first successful uterus transplant ever.

After performing the actual surgery in 2011, doctors were able to use her own eggs, which they then fertilized before placing an embryo in her brand new womb this March.

Of course, Sert is still at an early stage in her pregnancy, and doctors won't really be able to claim absolute success until they're holding the screaming, amniotic-fluid-covered bundle of joy in their hands. But at least for now, this still incredible victory can provide hope to countless women in Sert's same position. [Washington Post]

Turtle genome analysis sheds light on turtle ancestry and shell evolution

Apr. 28, 2013 ? From which ancestors have turtles evolved? How did they get their shell? New data provided by the Joint International Turtle Genome Consortium, led by researchers from RIKEN in Japan, BGI in China, and the Wellcome Trust Sanger Institute in the UK provides evidence that turtles are not primitive reptiles but belong to a sister group of birds and crocodiles. The work also sheds light on the evolution of the turtle's intriguing morphology and reveals that the turtle's shell evolved by recruiting genetic information encoding for the limbs.

Turtles are often described as evolutionary monsters, with a unique body plan and a shell that is considered to be one of the most intriguing structures in the animal kingdom.

"Turtles are interesting because they offer an exceptional case to understand the big evolutionary changes that occurred in vertebrate history," explains Dr. Naoki Irie, from the RIKEN Center for Developmental Biology, who led the study.

Using next-generation DNA sequencers, the researchers from 9 international institutions have decoded the genome of the green sea turtle and Chinese soft-shell turtle and studied the expression of genetic information in the developing turtle.

Their results published in Nature Genetics show that turtles are not primitive reptiles as previously thought, but are related to the group comprising birds and crocodilians, which also includes extinct dinosaurs. Based on genomic information, the researchers predict that turtles must have split from this group around 250 million years ago, during one of the largest extinction events ever to take place on this planet.

"We expect that this research will motivate further work to elucidate the possible causal connection between these events," says Dr. Irie.

The study also reveals that despite their unique anatomy, turtles follow the basic embryonic pattern during development. Rather than developing directly into a turtle-specific body shape with a shell, they first establish the vertebrates' basic body plan and then enter a turtle-specific development phase. During this late specialization phase, the group found traces of limb-related gene expression in the embryonic shell, which indicates that the turtle shell evolved by recruiting part of the genetic program used for the limbs.

"The work not only provides insight into how turtles evolved, but also gives hints as to how the vertebrate developmental programs can be changed to produce major evolutionary novelties." explains Dr. Irie.

Another unexpected finding of the study was that turtles possess a large number of olfactory receptors and must therefore have the ability to smell a wide variety of substances. The researchers identified more than 1000 olfactory receptors in the soft-shell turtle, which is one of the largest numbers ever to be found in a non-mammalian vertebrate.

Collapsed building owner arrested on India border

SAVAR, Bangladesh (AP) ? The fugitive owner of an illegally-constructed building that collapsed in Bangladesh in a deadly heap last week was captured Sunday at a border crossing with India by members of a commando force.

Mohammed Sohel Rana was arrested in Benapole in western Bangladesh, just as he was about to flee into India's West Bengal state, said Jahangir Kabir Nanak, junior minister for local government. Rana was brought back by helicopter to the capital Dhaka where he faced charges of negligence.

Rana's capture by the Rapid Action Battalion brought cheers and applause when it was announced on a loudspeaker at the site of the collapsed building in the Dhaka suburb of Savar, where search and rescue operations were continuing through the night.

At least 377 people are confirmed to have died in the collapse of the 8-story building on Wednesday. Three of its floors were built illegally. The death toll is expected to rise but it is already the deadliest tragedy to hit Bangladesh's garment industry, which is worth $20 billion annually and is a mainstay of the economy. The collapse and previous disasters in garment factories have focused attention on the poor working conditions of workers who toil for as little as $38 a month to produce clothing for top international brands.

Rana was presented before the media briefly at the commando force's headquarters in Dhaka. Wearing a printed shirt, an exhausted and disheveled Rana was sweating as two security officers held him by his arms. A security official helped him to drink water after he gestured he was thirsty. He did not speak to the media during the 10-minute appearance after which he was taken away. He is likely to be handed over to local police who will have to charge him and produce him in court within 24 hours.

A small-time politician from the ruling party, Rana had been on the run since Wednesday. He last appeared in public in front of his Rana Plaza on Tuesday after huge cracks appeared in the building. However, he assured tenants, including five garment factories, that the building was safe, according to witnesses.

A bank and some shops on the first floor shut their premises on Wednesday after police ordered an evacuation, but managers of the garment factories on the upper floor told workers to continue their shifts.

Hours later, Rana Plaza was reduced to rubble, crushing most victims under massive blocks of concrete and mortar. A garment manufacturers' group said the factories in the building employed 3,122 workers, but it was not clear how many were inside it when it collapsed. About 2,500 survivors have been accounted for.

On Sunday, rescuers were supposed to start using heavy equipment to drill a central hole from the top to look for survivors and dead bodies. But the operation was delayed after rescuers located a woman inside the building, and were trying to pull her out.

Army Maj. Gen. Chowdhury Hasan Suhrawardy, the coordinator of the rescue operations, said so far rescuers have been manually shifting concrete blocks with the help of light equipment such as pickaxes and shovels.

The next phase will involve manual efforts as well as heavy equipment, including hydraulic cranes and cutters to bore a hole from the top of the collapsed building, he told reporters.

The purpose is to "continue the operation to recover both survivors and dead bodies. In this stage, we have no other choice but to use some heavy equipment. We will start it within a few hours. Manual operation and use of small equipment is not enough," he said.

The work will be carried out carefully so as not to mutilate bodies, he said. All the equipment is in place, "from a small blade to everything. We have engaged many private sector companies which supplied us equipment, even some heavy ones."

In rare good news, a female worker was pulled out alive on Sunday. Hasan Akbari, a rescuer, said when he tried to extricate a man next to the woman, "he said his body was being torn apart. So I had to let go. But God willing, we will be able to rescue him with more help very soon."

On Saturday, police arrested three owners of two factories. Also under detention are Rana's wife and two government engineers who were involved in giving approval for the building design. Local television stations reported that the Bangladesh High Court has frozen the bank accounts of the owners of all five garment factories in the collapsed building.

Rana was a local leader of ruling Awami League's youth front. His arrest, and that of the factory owners, was ordered by Prime Minister Sheikh Hasina, who is also the Awami League leader.

The disaster is the worst ever for the country's booming and powerful garment industry, surpassing a fire five months ago that killed 112 people and brought widespread pledges to improve worker-safety standards. But since then very little has changed in Bangladesh, where low wages have made it a magnet for numerous global brands.

Bangladesh's garment industry was the third largest in the world in 2011, after China and Italy, having grown rapidly in the past decade. The country's minimum wage is the equivalent of about $38 a month.

Among the garment makers in the building were Phantom Apparels, Phantom Tac, Ether Tex, New Wave Style and New Wave Bottoms. Altogether, they produced several million shirts, pants and other garments a year.

The New Wave companies, according to their website, make clothing for several major North American and European retailers.

Britain's Primark acknowledged it was using a factory in Rana Plaza, but many other retailers distanced themselves from the disaster, saying they were not involved with the factories at the time of the collapse or had not recently ordered garments from them.

Wal-Mart said none of its clothing had been authorized to be made in the facility, but it is investigating whether there was any unauthorized production.

Working round-the-clock, rescuers have used bare hands and shovels, passing chunks of brick and concrete down a human chain away from the collapsed structure. On the ground, mixed in the debris were several pairs of pink cotton pants, a mud-covered navy blue sock and a pile of green uncut fabric.

The badly decomposed bodies pulled out of the rubble were kept at a makeshift morgue at the nearby Adharchandra High School before being handed over to families. Many people milled around at the school, waving photos of their missing loved ones.

Key Egyptian negotiator with IMF quits

By Paul Taylor

CAIRO (Reuters) - A key Egyptian negotiator with the International Monetary Fund said on Sunday he has resigned as first deputy finance minister, in a potential blow to Cairo's prospects of an early IMF deal.

Hany Kadry Dimian has been the crucial point man in Egypt's protracted and so far fruitless negotiations to obtain a $4.8 billion loan needed to help combat a severe economic crisis.

"The only comment I can make for the time being is that yes, my term ends on April 30 according to my resignation, which I submitted in December," Kadry told Reuters by telephone.

"My next move is not decided."

A senior technocrat appointed in 2007, Kadry survived five finance ministers in office since the 2011 uprising that overthrew former autocratic President Hosni Mubarak.

Kadry gave no explanation for his decision to quit, first reported on the Egyptian dissident Rebel Economy blog, saying he would say more on Tuesday.

A senior European diplomat said his departure was not a good omen for Egypt's hopes of wrapping up a deal on the long delayed IMF loan next month, as the government has said it aims to do.

Kadry was the one expert in the ministry who fully understood the IMF program and was able to deal with the global lender professionally, the diplomat said.

The daily El-Watan said on its website that Kadry had been under increasing pressure from the ruling Muslim Brotherhood's Freedom and Justice Party, and in conflict with Abdallah Shehata, the FJP economic adviser to Finance Minister Al-Mursi Al-Sayed Hegazy.

Abdel Shakour Shalaan, Middle East representative on the IMF board, told Al Hayat television channel he hoped Egypt could complete the loan deal within four to five weeks.

"I hope it will be completed within a month or five weeks, the end of May or the beginning June," he said.

Separately, the head of Egypt's bourse, Mohamed Omran, told Prime Minister Hisham Kandil he would like to leave his position at the end of his term on July 1, the state news agency MENA reported, citing an unnamed official stock exchange source.

The report did not give a reason for Omran's request, but said he had told the prime minister in August he wanted to leave the post. Kandil had asked him to stay until the end of his term, MENA said.

(AP Photo/Carlos Osorio, File)

(AP) ? The Kansas City Chiefs began to realize about two weeks ago that Central Michigan's Eric Fisher would be their choice with the No. 1 overall pick in the NFL draft.

The only reason they used up the 10 minutes allotted them Thursday night? The offensive tackle's cellphone kept cutting out inside New York City's Radio City Music Hall.

"We waited a while because we had a hard time getting ahold of him," Chiefs coach Andy Reid said with a smile. "The phone was dying. That was the reason for waiting."

Evidently, Fisher was worth the wait.

The Chiefs picked him ahead of Texas A&M offensive tackle Luke Joeckel, who went No. 2 to the Jacksonville Jaguars, to kick off a draft heavy on linemen. Fisher is a potential replacement for Branden Albert, and should help protect the blindside of new quarterback Alex Smith.

"It was almost surreal that phone call was happening," said Fisher, just the third offensive lineman picked No. 1 since the AFL-NFL merger in 1970. "It was my goal all along, but I think it didn't hit me until my phone rang."

The Chiefs had the top pick in the NFL draft for the first time in franchise history. But rather than announce their intentions early, like the Indianapolis Colts did in picking Andrew Luck last season, new general manager John Dorsey and Reid decided to wait until they were on the clock before making their choice public.

Kansas City was still considering a handful of players early this week, including Joeckel, who many believed was the best available player. Dorsey also indicated that he would listen to offers from teams trying to trade up until the last possible minute.

When nothing materialized, Dorsey phoned in his selection and Fisher became the first player from Central Michigan to be picked first overall.

"What you're getting is a very athletic player, a great kid, a smart kid ? engineering major," Reid said. "He can play any position along the line, and loves to play the game."

The Chiefs were in a need of a quarterback after going 2-14 a year ago, but without a top-end talent available, they chose to acquire Smith in a trade with San Francisco. That allowed them to spend the most coveted pick in the draft on who they believed to be the best player.

Fisher is only the third player in the past 20 years to be drafted first from a non-BCS school, and the first non-quarterback. The only other player out of Central Michigan to go in the first round was Joe Staley, the San Francisco 49ers' Pro Bowl left tackle.

With surprising athleticism in a 6-foot-7, 306-pound frame, Fisher rocketed up draft boards after the Senior Bowl. And while he doesn't play a marquee position such as quarterback, and may not push the needle for many Chiefs fans, Fisher does fill a significant need.

Albert, who the Chiefs picked in the first round in 2008, was given the franchise tag in March and is due to make about $9.3 million next season. But he has repeatedly expressed his unhappiness with the lack of long-term stability, and the Chiefs granted permission to the Dolphins to speak with Albert's agent, making a trade possible at some point during the draft.

That would allow Fisher to slide into the starting lineup at left tackle. And if Albert is still with the Chiefs next season, one of them could shift to the right side.

"That doesn't bother me," Reid said, "because he's a good football player. I'm going to take the five best guys and put them up there. Position doesn't matter to me. Never has."

Fisher certainly isn't going to quibble: "Wherever I can help the team out, wherever they put me, I'm fine with it," he said. "Wherever they need me, I'm ready to play."

Fisher's only scholarship offers out of high school came from Central Michigan and Eastern Michigan, and he said at the combine in February that he heard from Michigan State and Purdue but that "neither of them really wanted anything to do with me."

The Chiefs certainly have made him feel wanted.

The only other offensive linemen to be picked first overall had been Orlando Pace, who the Rams selected in 1997, and Jake Long, the choice of the Dolphins in 2008.

"So many great players have been the first pick, and you can throw me in the bunch now. I don't know if it's hit me yet," said Fisher, adding that he will use some of his rookie contract to help his mother retire after 33 years spent working for Volkswagen.

Fisher is the 13th offensive lineman that the Chiefs have drafted in the first round. He also continues a trend: Dorsey helped to pick offensive linemen two of the past four years while he was working for the Green Bay Packers, and Reid selected offensive guard Danny Watkins with the Philadelphia Eagles' first-round pick in 2011.

"We're fortunate to have a draft where there's a number of offensive linemen who are first-round-caliber guys," Reid said. "That's what we need here, and we have a good nucleus now."

Israeli military shoots down drone

JERUSALEM (AP) ? Israel shot down a drone Thursday as it approached the country's northern coast, the military said. Suspicion immediately fell on the Hezbollah militant group in Lebanon which denied it sent the craft.

Hezbollah's Al Manar TV made the announcement Thursday through a one line statement flashed as an urgent news bar on its screen.

Despite the denial, the incident was likely to raise already heightened tensions between Israel and Hezbollah, a bitter enemy that battled Israel to a stalemate during a monthlong war in 2006.

Prime Minister Benjamin Netanyahu, who said he was in a helicopter in northern Israel at the time of the incident, said he viewed the infiltration attempt with "utmost gravity."

Officials said Netanyahu was informed of the unfolding incident as he was flying north for a cultural event with members of the country's Druse minority. They said his helicopter briefly landed while the drone was intercepted before Netanyahu continued on his way.

"On my way here in the helicopter, I was told that there is an infiltration attempt of a drone inside the skies of Israel," he said in the northern Arab-Israeli town of Daliyat al-Karmel. "We will continue to do everything necessary to safeguard the security of Israel's citizens."

Lebanon's state-run National News Agency reported that Israeli warplanes flew over the Christian town of Jezzine and the highlands of the Iqlim al-Tuffah province, a Hezbollah stronghold in southern Lebanon, Thursday morning.

The Lebanese army also reported Israeli jets violated Lebanese air space on Tuesday and Wednesday. Israel has stepped up its flights over Lebanon amid fears that Hezbollah is taking advantage of the chaos caused by the Syrian civil war.

Lt. Col. Peter Lerner, a military spokesman, said the unmanned aircraft was detected as it was flying over Lebanon and tracked as it approached Israeli airspace.

Lerner said the military waited for the aircraft to enter Israeli airspace, confirmed it was "enemy," and then an F-16 warplane shot it down.

The drone was flying at an altitude of about 6,000 feet (1,800 meters) and was downed roughly five miles (eight kilometers) off the Israeli coast near the northern city of Haifa. Lerner said Israeli naval forces were searching for the remains of the aircraft.

He said it still was not clear who sent the drone, noting it flew over Lebanese airspace, but that it could have originated from somewhere else.

Other military officials, speaking on condition of anonymity because they were not permitted to talk to the media, said they believed it was an Iranian-manufactured aircraft sent by Hezbollah. The Lebanese group sent a drone into Israeli airspace last October that Israel also shot down.

Netanyahu repeatedly has warned that Hezbollah might try to take advantage of the instability in neighboring Syria, a key Hezbollah ally, to obtain what he calls game-changing weapons.

Israel has all but confirmed that it carried out an airstrike in Syria early this year that destroyed a shipment of sophisticated anti-aircraft missiles bound for Hezbollah.

A senior Lebanese security official, who also spoke on condition of anonymity in line with regulations, said Lebanon had no information on Thursday's incident.

Hezbollah spokesman Ibrahim Moussawi also said he had no information, adding the group would put out a statement if it had something to say on the issue.

When Israeli military shot down a Hezbollah drone on Oct. 6, it took days for Hezbollah leader Sheik Hassan Nasrallah to confirm it in a speech. He warned at the time that it would not be the last such operation by the group. He said the sophisticated aircraft was made in Iran and assembled by Hezbollah.

Information Technology|Certification Intelligence | Telecom Source ...

Information technology news and technical information pertaining to certification intelligence for exam training may be the primary purpose of this article. Many individuals do not know the distinction between computer training and certification test training. I?d like to tell everyone what the differences are. Computer training is class knowledge with scheduled programs or on line training about the job area pertaining to I t. Let me explain! You might want to be always a Server Administrator. To begin with you?ll need some knowledge somewhere in order to be experienced in the topic and maybe obtain a 2 or 4-year degree or receive some online instruction with an experienced teacher. You could just want to take a few classes and receive a certificate in this field. This will be considered computer instruction.

Information technology certification intelligence on exam training is the thing you need to be able to be fully willing to go your certification exam. After computer training you may have a diploma or a certificate but you still don?t have a certification that is recognized by Microsoft, CIW and CompTia or any. You will would like to get licensed in Microsoft, CIW or CISCO if you have computer training that qualifies you to be a Server Administrator then. Certification exam training focuses on preparing your certification exam to be passed by you. An IT Certification exam is unlike any exam that you have had in college or school. You will find two very important points to consider when preparing for a certification examination. They?re the proper study strategy and having related material that pertains to the actual test that?s up to date with the existing market.

There are merely a number of sites online that provide Certification test training. The reason why this article was written by me is to provide news and details about the very best sources on certification examination instruction. There are several students of information technology looking this information since they are serious about moving their accreditation assessment on the 1st attempt. This article is not about marketing but about helping those people who are not informed about Certification examination instruction.

Another purpose of this informative article is education concerning it accreditation. There are several colleges and on the web training about information technology that may prepare you for a particular subject or field but there are but a few areas where you will find information technology certification intelligence on assessment training.

Say you want to become a Technician and you study at a college or receive on the web education so that you are experienced in that field and receive a degree or certificate in that place but until you take a certification exam you still aren?t licensed. Even after college to be able to be certified in the area you will have to plan an certification examination with prometric or pearsonvue that you wish.

How many sites do you know where you could possibly get training on how to complete your it certification exam. Assessment training is not exactly like computer training. You?ll need familiarity with how to study for your certification exam and to understand the proper study strategies because an IT exam is not the same as the tests in school. You?ll also need to know where to obtain current material about your certification exam because if you are learning material that is outdated then you?ll not pass your certification exam. Certification exam training is essential if you plan on so you can avoid 2nd and 3rd exam fees moving your certification exam the first time.

Some individuals may already be taking care of the task in the occupation they need, like a Server Administrator, Desktop Support Technician or perhaps a PC Repair Technician. They may have had previous instruction before work but have never acquired a certification. Because it is required by their employer they probably know their job and are extremely proficient in their work and field but need a certification. They do not need any computer instruction. They only need Certification exam education so they can pass their certification exam. I am hoping you obtain the picture now. Buying great source then visit: billnaugle.comChris Wallace

LG Optimus G Pro for AT&T detailed: Snapdragon 600, LTE and a Full HD IPS display

LG Optimus G Pro for AT&T detailed

There's not much surprise left to LG's Optimus G Pro reveal set for next Wednesday in New York. We've already seen the device slip through the FCC and recently had a previewed glimpse of the potential hardware. But thanks to an anonymous tipster, we now have more insight into the the upcoming AT&T variant's specifications. Based on the official doc we had a look at, LG's managed to keep this US model mostly in line with its global sibling, porting over the same 5.5-inch form factor, 3,140mAh battery, 1.7GHz Snapdragon 600 processor paired with 2GB RAM, a healthy 32GB of internal storage (expandable via microSDXC to 64GB), 2.1-megapixel front-facing / 13-megapixel rear cameras, NFC and WiFi a/b/g/n. What has changed is the actual screen technology used: the AT&T G Pro employs a Full HD IPS panel as opposed to the True HD-IPS+ in the original. Additionally, and unsurprisingly, the device's radios have been tweaked, with the AT&T G Pro now supporting the carrier's flavor of LTE (700/1700 MHz), HSPA+21 (850/1900/2100 MHz) and quadband GSM (850/900/1800/1900 MHz).

Though it would be nice to see LG bump this up to a more current version of Android -- namely, 4.2.2 -- the AT&T model will likely ship with the more dated 4.1.2 Jelly Bean. Continuing further down the software track, carrier bloat looks to be at a minimum as only two automobile-specific apps are mentioned in the document: AT&T DriveMode and Navigator. Aside from that, LG's own software suite makes the transition, bringing along QSlide 2.0 (a multiwindow feature), Dual Recording (for the picture-in-picture effect), Tag+ for NFC, VuTalk (a note sharing app), QuickMemo, Notebook and the ability to preset the Home Key's LED. That enough of a preview for you? Stay tuned for formal unveiling next week.

The Weirdest Thing on the Internet Tonight: Melt Yourself Down - "Fix My Life"

Great googley moogley. Watch this on full-screen and prepare to melt into your chair. The music of Melt Yourself Down, a London-based Jazz Fusion group some describe as "Afrocentric jazz-tinged tribal pop" (the what?), is crazy good and the animation from Morgan Beringer is enough to make your brain jump clean out of your skull and run screaming from the room. Seriously, get ready for a four minute trip through bat country. More »

South Korea summons Japan envoy over PM's remarks on history

By Ju-min Park

SEOUL (Reuters) - South Korea summoned Tokyo's ambassador in Seoul on Thursday to protest at Japanese Prime Minister Shinzo Abe's defense of visits by senior officials and lawmakers to a shrine seen by Japan's neighbors as a symbol of wartime aggression.

China and South Korea chastised Japan after more than 160 lawmakers visited Tokyo's Yasukuni Shrine this week. That followed a symbolic offering made by Abe to the shrine and a visit by Deputy Prime Minister Taro Aso and two other ministers.

Such visits, a regular occurrence during religious festivals, have long angered Asian nations where the scars of Japan's past militarism still run deep.

"We don't understand why Japanese society closes its eyes and covers its ears about pain and damage caused by its past invasion and colonial rule, while it treats honesty and trust as important values," Kim Kyou-hyun, South Korea's vice foreign minister, told the ambassador, according to the ministry.

The recurring flare-ups in tensions between Japan, South Korea and China have been a source of concern for Washington, which is keen to secure cooperation from Seoul, Tokyo and Beijing in reining in reclusive North Korea.

Thursday's summons in Seoul came a day after conservative Abe defended the latest visits to Yasukuni at a parliamentary panel in Tokyo.

The shrine honors Japan's war dead, as well as 14 leaders convicted as war criminals by an Allied tribunal. It is seen by Koreans as a reminder of Japan's brutal colonial rule from 1910-1945.

China, which also suffered under Japanese occupation, also takes offence when Japanese leaders pay their respects at the shrine.

BURDEN OF HISTORY

Japan's Chief Cabinet Secretary Yoshihide Suga told a news conference on Thursday that Tokyo did not want the Yasukuni issue to affect ties with its neighbors.

"Our basic stance is, as I have been saying, our nation has caused a great pain and suffering to many nations, especially people in Asian nations, in the war," he said.

"Japanese governments have accepted these historical facts sincerely and have expressed our deepest remorse and heartfelt apology, and have expressed the condolences for all the victims ... This is the same for the Abe government."

Earlier this week, South Korea's foreign minister canceled a trip to Tokyo, and Beijing said recent events showed Japanese leaders continued to deny the nation's militaristic past.

Abe, however, was unapologetic.

"It is only natural to honor the spirits of the war dead who gave their lives for the country. Our ministers will not cave in to any threats," Abe told a parliamentary panel on Wednesday. "It is also my job to protect our pride, which rests on history and tradition."

While defending his actions, Abe also said he was open to dialogue with China and others. Tokyo was also discussing a possible trip by defense officials to Beijing to ease tensions.

Japanese media said the delegation could leave as soon as Thursday, but the defense ministry said details were still being worked out.

Tensions have also risen this week in a Sino-Japanese row over disputed islands, known as the Senkaku in Japan and the Diaoyu in China, after a flotilla carrying Japanese nationalists sailed near the rocky islets and China sent eight surveillance ships into nearby waters.

Deutsche Bank can't shake L.A. claims over foreclosure blight

By Jessica Dye

NEW YORK (Reuters) - A judge has denied Deutsche Bank AG's bid to dismiss a lawsuit by the city of Los Angeles accusing it of letting hundreds of foreclosed properties fall into disrepair and illegally evicting low-income tenants, a representative for the city's attorney said on Wednesday.

Los Angeles Superior Court Judge Elihu Berle allowed the 2011 civil enforcement action to proceed, according to the city attorney's office. The ruling was made during an April 8 hearing and a written decision was issued late on Tuesday, the city said.

"This ruling will now allow our action to move forward to trial and ultimately to holding the bank accountable for its intolerable practice or perpetuating blight," city attorney Carmen Trutanich said in a statement.

During the housing boom and subsequent bust, Deutsche Bank subsidiaries acquired the title to more than 2,000 properties in Los Angeles, according to the city's 2011 civil enforcement action.

The city accused Deutsche Bank of becoming one of its largest "slumlords," allowing vacant properties to turn into nuisances, neglecting to maintain occupied properties, and illegally evicting low-income tenants to clear the way for a potential sale.

Los Angeles is one of many cities across the United States to grapple with the problem of blighted properties after a wave of foreclosures that followed the housing bust. It has passed a law requiring banks to fix the blighted homes they own, or pay a fine, but enforcing that has proven difficult.

The city's low-income areas are most affected, the city said. The blighted properties have led to decreased property value, increased crime rates and additional stress on city services, it argued in the 2011 complaint.

A spokesman for Deutsche Bank, Duncan King, said in a statement that while the bank is "disappointed in this procedural decision allowing the case to proceed, we continue to believe the Los Angeles City Attorney has sued the wrong party and will continue to defend ourselves vigorously."

Deutsche Bank said at the time the complaint was filed that third-party loan servicers are responsible for the properties.

Los Angeles is seeking a court order compelling the bank to bring foreclosed properties up to code and halting illegal evictions. It is also seeking monetary damages that could potentially reach hundreds of millions of dollars, the city said.

George W. Bush Tells Jeb to 'Run,' Says Jeb vs. Hillary Would Make 'Fantastic Photo'

UNIVERSITY PARK, Texas - Former President George W. Bush says he isn't interested in playing on the national political stage any longer. But for family, he's making an exception.

Asked in an interview with ABC News' Diane Sawyer whether he thinks his brother former Florida Gov. Jeb Bush should run for president in 2016, the ex-president was unequivocal.

"He'd be a marvelous candidate if he chooses to do so. He doesn't need my counsel 'cause he knows what it is, which is 'run,' " the elder Bush brother said about Jeb's possible candidacy, in an interview that first aired Wednesday on "World News with Diane Sawyer." "But whether he does or not, it's a very personal decision."

Related: George W. Bush Reacts to Boston Terror Attack

The former president even allowed himself to picture the potential 2016 matchup: Jeb Bush vs. Hillary Rodham Clinton. It would be a family rematch of the 1992 election, when George H.W. Bush lost to Bill Clinton.

"It'll be a fantastic photo here. It would certainly eclipse the museum and the center," Bush said on the eve of the formal opening of the George W. Bush Presidential Center at Southern Methodist University, just outside Dallas. "I'm interested in politics. I'm, you know, I'm fascinated by all the gossip and stuff that goes on. But the field won't be become clear 'til after the midterms."

Asked for a word of advice to the Republican Party, the former president struck an optimistic note amid rounds of GOP soul-searching: "You will exist in the future," he said with a smile.

On several major issues, though, Bush made clear he's staying away from day-to-day political battles.

With some Republicans calling for immigration reform to be slowed down in the wake of terrorist attack in Boston apparently carried out by two immigrants, the former president brought up his previous support for comprehensive reform but said he wouldn't be commenting on specific legislation.

"I'm a strong advocate in reforming a broken system," Bush said. "It's a difficult issue for members of Congress to deal with. And they're just gonna have to figure out how best to deal with a very complex issue. And I don't know all the particulars of the bill. I do know the system is not working."

Bush also took a pass on the issue of gun control and expanded background checks, which he voiced support for as president.

"There's a lotta issues that people would like to get my opinion on, and I really decided to stay out of the public arena," he said.

He took a similar tack on gay marriage, which Bush opposes - a position that puts him at odds with his former vice president, Dick Cheney; his 2004 campaign manager, Ken Mehlman; and his wife, Laura, and daughter Barbara.

"No, but thank you for trying," Bush said when asked whether he'd like to explain his position in that fast-evolving debate. "I'm not weighing in on issues. ? See, you're either in or out."
